About the Position: This position is associated with the U.S. Army Health Services Command, MEDDAC-Reynolds Army Health Clinic location at the Pine Bluff Arsenal (PBA), Pine Bluff, Arkansas. The work involves Emergency Medical Service (EMS) and Rescue Operations for PBA organizations. Learn more about this agency Responsibilities Provide EMS and Rescue for Chemical Agent transportation operations, Chemical Agent and Non-Stockpile missions for the Pine Bluff Arsenal. Prioritize treatments for patient having multiple problems and employs a variety of established emergency medicine techniques, methods, and equipment to the appropriate medical facility. Determine, with due regard to the patient's condition, if and how patient can be moved and to which medical facility patient should be transported. Conduct a complete examination of the patient to determine the nature, extent, and seriousness of his condition and search for medical alert symbols. Make independent preliminary assessment of the patient's condition and select from a variety of prescribed protocols appropriate the treatment making modifications as necessary and within prescribed limits. Respond to on-site accidents and other emergencies involving Injury and illnesses, and sometimes encounters situations which may be life threatening. This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis. This position requires Emergency Medical Technician -Paramedic (EMT-P) certification for the state of Arkansas or Certification through the National Registry for Medical Technicians (NREMT). This position requires you possess and maintain an Advanced Cardiac Life Support (ACLS) certification. This position requires you possess and maintain an Advanced Cardiac Life Support (ACLS) certification. This position requires to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles. This position may require duties be performed from high elevations, confined spaces, marine, toxic, and other dangerous environments. See Additional Information Section below for further information. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the educational and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: responding to accidents or emergencies involving injuries and/or illnesses, conducting examinations to obtain patient vital signs, initiating intravenous (IV) therapy, and operating an emergency vehicle. Licensure/Certification: This position requires a Paramedic certification EMT-P for the state of Arkansas or a Certification through the National Registry of Emergency Medical Technicians. If you have the Arkansas EMT-P you have one year to obtain and maintain your NREMT certification. Education GS-08 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: One and a half full years (27 Semester hours) of graduate education directly related to the position. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. You will be required to provide proof of U.S. Citizenship. Two year trial/probationary period may be required. Direct Deposit of Pay is required. This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing. A job offer to an applicant who is a not a current employee will be withdrawn if the applicant refuses to be tested. Applicants with verified positive test results shall be refused employment. Applications from such individuals shall not be considered for employment for a period of 6 months from the date of the test results. A pre-placement medical examination is required and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position. All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) Training and certification that is sponsored or endorsed by the American Heart Association (AHA). Current Advanced Life Support or other advanced certification does not supersede BLS completion. Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations. This position requires shift work (10 to 12-hour shifts averaging a 72-hour workweek) to provide coverage on evenings, weekends, holidays, or special situations. Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position requires the employee to wear a uniform, scrubs, or other appropriate medical professional attire while on duty.
